On 12-13 March 2007 INTA, Direct94 -the Delegation for the Economic and Cultural Relations of the County Council of Val-de-Marne- and the Urban Planning Institute of the University of Paris 12 organized an international seminar on the impact of new museums on social cohesion and local development.

This seminar was a follow-up of the international symposium organised by Direct94 and INTA in November 2005 on the role of cultural facilities as catalysts for territorial development, which underlined their importance for urban development, the creation of new urban centres and their impact on local economy and social cohesion.

As a follow-up of the seminar in Créteil the participants joined a Community of Cultural Competences , called 3C. This community will engage in a work method, mobilizing the network to service its members, in order to contribute to the elaboration of political strategies and cultural programmes that improve social cohesion.
