Layoune, MoroccoThe world conference of Habitat II marked the awakening of the importance of the city for humanity and underlined the gap which grows hollow between the cities of the developed world and the developing countries because in particular of the delays in the access to a decent habitat, the absence of infrastructure, social exclusion, the difficulties of accessibility, weak a governance, etc.

But, another gap takes shape, it is that which open between prosperous cities in old urban fabrics and cities in situation of insulation in harsh environments. A third of the planetís surface are covered by arid or semi-desert regions and 1/6 of the world population lives in these zones. That only, is a social, economic and political challenge.
