We are on the verge of a new era – for the first time human capital, imagination and intelligence are the keys to success for cities, regions and communities. Being competitive in a global market will depend on human ingenuity and innovation more than on natural resources, labour or location. Yet paradoxically progress is threatened by social exclusion, community conflict and inequality. How should governance change to meet this challenge? Should the focus be on regions, cities or local communities? What tools are available? What cities and territories are ahead of the game?

INTA's 30th World Urban Development Congress, that took place in Belfast from 8 to 11 of October 2006 assembled over 250 delegates from 38 countries for a rich and very diverse forum for discussing these contemporary urban development challenges.
