The presentation took place in the Council room in the CUB in front of some of the stakeholders and elected people who participate in the workshops and were interviewed. The Panel addressed his vision of the metropolitan area of Bordeaux during a bit more than one hour focusing on a smart urban metabolism, reverting the point of view and defining a green structure rather than an urban structure to stop the urban sprawl, major problem of the metropolitan area. Some benchmark was done to illustrate innovative ideas about mobility, green grid and mix of uses.

Thursday 2 December
On Thursday, the Panel met the Representative of the State at the County level who shared his vision of the territory in a wider scale tant the Metropolitan area, including rural areas and strategic agriculture zones such as the forest (Landes), the Ocean cost (Bassin d'Arcachon) and the vinyards.
Then, the Panel started working on the recommendations he will present on Saturday morning. After 3 days of intensive exchanges with the local stakeholders, the international team has to formalize its point of view about the future of Bordeaux.

Wednesday 1 December
On Wednesday, the Panel met the Council of Sustainable Development of the Metropolitan District of Bordeaux and the Director of the National operation called "Bordeaux Euratlantique", impresive programme of 750 ha on both side of the river and focusing around the future high speed train station.
This project is part of the "development axis" from the Campus - Train station - Right bank of the river - to the Ecoparc in the North carried on by the CUB.
In the afternoon, the representative of the Planning agency presented the on-going masterplan (Schéma de Cohérence territoriale) which is developped in a wider scale than only the 27 municipalities of the Metropolitan district of Bordeaux. Then the Panel went to the Museum of contemporary art to visit the Arc en Rêve association, who develop exhibitions and educative activities for children around the city and the architecture. The Panel members had the opportunity to discover the newly regenerated quays of the Garonne, previously reseverd area for Port activities. This regeneration opened the city to the river and gave back the quays as public spaces to the inhabitants of the whole metropolitan area.

Tuesday 30 November
Today, the Panel continued with the workshops and debated this morning on the role and influence of Bordeaux metropolitan area in the network of cities of the South-western Europe.
The potential of the relationship with Toulouse especially when Bordeaux and Toulouse will be connected with the high speed rail has been raised. However, the local participants of this workshops stressed the difficulty of a coordinated development in terms of economy (aerospatial industry, complementarity on services employment and high added-value activities...). The risk of being attracted by Paris has been debated and the importance of the development of Bordeaux as regional capital has been mentioned during the interview done with the President of the Social and Economic Council of the Aquitaine Region.

In the evening, the Panel met the Scientific Committee of the Process "Bordeaux Metropole 3.0" and they exchanged their views on the "Bordeaux life-style".

Monday 29 November
On Monday, 2 workshops were organized to debate on 2 major topics for the future of the Bordeaux metropolitan area: new urban production and the mobility of the metropolis and sober lifestyles.

The current and future projects for the future economy are based on specialized poles of activities and major infrastructures and urban projects. There is a consensus between the stakeholders to invest more clearly in spatialised areas to make more visible the economic assets of the Bordeaux metropolitan area, but including mix of functions at the same time.

The main activities identified by the local stakeholders are:
- aerospatial localised in the aeroparc next to the airport
- biotechnology, health and nutrition in the bioparc
- ecoconstruction and ecoactivities in the ecoparc in Blanquefort
- the University Campus
- services in the national project around the train station called Bordeaux Euratlantique linked with the arrival of the high speed rail (Bordeaux-Paris: 2h in 2016; Bordeaux-Toulouse: 1h in 2020)

The presence of the river, the delta and particularly the Port of Bordeaux (spread on 7 different sites) was a central issue for the future of Bordeaux regarding the opportunity of development or the removal of the industries (mostly chemistry).

The multiplicity of projects presented during the technical visit yesterday was stressed again by the local stakeholders (elected people from the Metropolitan Council, university, industry and private sector representatives, union representative, civil servant in economic development and urban projects) and showed the Panel the difficulty of linkage in a general strategy of all these massive projects.

In the afternoon, the debate was oriented towards the question of mobility and sober ways of life. Short circuits, new types of mobility, complexity of transportation system and offer...

Generally, the need of social, economic and process innovations has been stressed by all the participants of this workshop (association representatives, civil servant on sustainable development, transport and mobility, car-sharing company, energy company...). One of the main attraction of Bordeaux is its quality of life (natural and urban landscape, economic stability...) but the city and its metropolitan area are called as well "the sleepy beauty" and even if the historic lack of dynamism has shifted a bit starting from 1995 with big projects such as the tramway network and the regeneration of the waterfront of the Garonne river, there is still a need to carry a more general vision to enhance the existing high quality of life of some areas embracing the whole metropolitan area.
Therefore, this new dynamism needs to carried up by the whole society in a new governance approach.

In the evening, the Panel met the President of the Metropolitan district government, Mr. Vincent Feltesse expressed his point of view on strenghts and weaknesses of the territory and the challenges that the metropolitan area will to face from in the future. He insisted on the fact that the metropolitan strategies of tomorrow cannot be the same ones as they were in the past.
The current local political consensus and the many big projects secured by public funding give a good stimulus to organise the implementation of these projects in a metropolitan strategy in order to improve the quality of life for the inhabitants of the Bordeaux region.


Sunday 28 November

The team of experts has been welcomed by the team of the prospective mission of Bordeaux metropolitan area.
They stressed the importance of having a prospective vision of the metropolitan area, "a vision beyond tomorrow".
The extensive process that the Metropolitan District Government has been implemented since last April and called "Bordeaux Métropole 3.0" has been set up to design a new strategic development for the metropolitan area for after 2030, based on the involvement of local key players but also communities, youth...
New projects are planned for the next decade: High speed rail, Bordeaux Euratlantique (operation of national interest), University plan...
4 axes are now strategic axes for the next decade: mobility, employment, nature and quality of life, and housing.
What will be the main axes for the development of the territory for the day after tomorrow?

The International peer-to-peer review organised by INTA should help them to make some critical choices regarding the future of their territory. With changing lifestyles, how to get a better quality of life? What kind of mobility? How to organise the space? What will be the relationship between public and private spaces in a more dual society (virtual vs. real, individualistic/ vs. collective)?

The Panel of experts got an extensive presentation on the history, the present and the challenges of the metropolitan are, in terms of territorial development but also and mostly in terms of governance. Then the Panel went by bus to have an overview of the urban district in order to get the variety of landscapes, urban fabric and identities of the metropolitan district. The main in-progress projects have been described, potentialities and weakness of the territory.

Tomorrow the Panel will start a series of workshops on different topics in order to debate some issues and try to define the main priorities to be taken care of for the future of the metropolis. What will be the decisions to take today from a vision coming from the future?
