Joseph Gray has had more than 40 years experience in local government affairs, the last 10 as City Manager of Portland, Maine, the largest city in the state. In his capacity as City Manager he was responsible for the management of all city operation, from public safety, health and human services to the municipal airport supported by a staff of 1300. Prior to his City Manger position, Mr. Gray was Director of Planning and Urban Development. In that capacity he directed the overall community planning program including housing assistance, code enforcement, historic preservation federal community development programs within the city. Mr. Gray has been associated with NAHRO for more than 30 years. He was New England Regional President, twice, national Vice President for Community Revitalization and Development, a long time member of the Board of Governors of the association and most recently a member its International Committee. He has been part of international exchanges with the Canadian Maritime provinces, Japan and most recently Shanghai, China. Mr. Gray is also a member of the International City Manager's Association, the American planning Association and various local boards and community organizations in Portland.
